PRIORITY: Narrow the focus on the fewest number of goals with the highest potential impact on accomplishing desired outcomes when emerging ideas do not have boundaries but resources do.

POLICY: Define the opportunity for change, collaboratively formulate policy alternatives based on mission and values, determine effective policy and corresponding procedures to achieve organizational goals, and conduct ongoing evaluation with periodic reviews.

PERFORMANCE: Act on lead measures of desired outcomes, deliver strategic and competitive intelligence that guides decision making, and transform systems with next-generation, technology-enabled solutions.
